...Rep Corker points out that both McCain and Clinton have come out in favor of upcoming "cap and trade" legislation, which he says amounts to a tax on gasoline. He calls the current talk about a gas tax holiday pandering, especially in the context of their aforementioned cap and trade support. I need to research that stated legislation a bit, but it wouldn't surprise me in the least to find this is true.

You have to suspend your disbelief of plant food (carbon dioxide) being a pollutant for any of this "cap and trade" BS to make any sense. The objective is to cap the amount of plant food (carbon dioxide) going into the air and allow those who need to add more to the air to trade with people who are letting less of it go into the air.
