...then the gov't denies the obvious result: a decrease in the lack of donations. If you're a guy (or gal) just trying to earn a few extra bucks, the knowledge that you could be tracked down 18 years later would be a significant deterrent.

That if you were a doner several years ago,
you could be tracked down by means of an ex-post-facto law.

Kinda like when the US military took DNA from all its soldiers that "will be kept in strickest security in you medical records and never be used for any other purpose than identification in case of their death" and then changed the law and gave away thousands of samples to law enforcement agencies to do with what they wish.
